• To develop and monitor procurement schedule and budget; to analyze market, suppliers and subcontractors in order to get the best offers; and to communicate with department Head to make sure budgets and technical requirement are met.
• Ensure the development and maintenance of all procurement and supplier policies and procedures and processes
• Ensure that the function’s performance is meeting the agreed budget
• Ensure maintenance of highest standards of professional conduct, ethics and integrity in the provision of services in the Company
• Develop procurement schedule as per project program of work and make sure it is implemented
• Locate vendors of materials, equipment or supplies, and meet with them in order to determine product availability and terms of sales
• Control procurement department budgets.
• Manage the prequalification of new suppliers or subcontractors in order to get the best value and quality
• Negotiate with suppliers and seek to acquire best discounts and rates in parallel with best quality of products or services as per project requirements.
• Develop contracts with suppliers and subcontractors and this in compliance with law and regulations; ensure to satisfy FSA policies.
• Prepare technical analysis of supplier and subcontractors quotation.
• Collect all needed information related to suppliers, material specifications and delivery dates, and insert them in one procurement decision matrix; communicate decision matrix with concerned people and give recommendations in order to help them select or contact suppliers for more negotiation regarding quantity, quality and price.
• Conduct, or supervise subordinates while conducting, regular analysis of market suppliers, and prices fluctuations to determine new opportunities and be aware of market changes while negotiating with suppliers
• Evaluate proposals to ensure contract requirements are adequately defined and documented; identify contract risks and make recommendations to mitigate or eliminate such risks
• Analyze and review reports to ensure that costs, schedules and performance as agreed under the contracts’ provisions are being implemented.
