Head PMU
Job Summary “A visionary is required to lead a team of top professionals for meeting project deliverables with business objectives.
The Head PMU shall be responsible for design and establishing modern project management practices in the unit and work on new JV’S Merger and Consortiums.
Key Responsibilities/Duties
Develop Planand execute short term, midterm and long term strategy and communicate it across the department to ensure vertical alignment and horizontal integration with TBC strategy.
Develop the change management strategy and plans and ensure the proper implementation across the department and provide guidance for continuous improvement as needed
Lead the department, through providing leadership, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards and staff pride in performance and contribution
Approve the department budget and oversee the development and proper implementation of budgets and manpower plans.
Champion and lead the process of effective department manpower planning including recruiting, training, developing and enhancing capabilities of staff; adopting and implementing relevant HR best practices and ensuring a high level of employee engagement and motivated work environment and give directions based on performance appraisal results to maximize the department performance
Lead the annual assessment of his / her direct reports
Participate in corporate policy development as a member of the senior management team
Participate in management committees and Board meetings to provide advice and insights for various project decisions
Oversee, manage and evaluate the performance of all related departments
Approve individualized project plans prepared by Planning and Control and send to Commercial Unit
Ensure all permits and licenses are provided in a timely manner
Review detailed design, project management, quality control progress reports submitted by various regional offices senior managers
Approve any relevant changes in project plan/design recommended by project managers in the regional offices
Oversee final handover of projects
Supervise the preparation of consolidated status reports on projects in all regions
Approve the consolidated status reports and send them to the CEO
Develop tools and systems to provide critical project information to the CEO and make actionable recommendations on both strategy and operations
Provide input as required into assessing feasibility of future projects
Liaise with Accounting and Reporting Unit with regards to projects accounting and project audits.
Oversee the process ofValue Engineering andValue Management.
Perform any other duties as determined by the CEO and the Board of Directors
Desired Skills and Experience
Education
Bachelor of Civil or Architectural Engineering from a well reputable university
Master’s degree in Business Administration (Human Resource/Finance) or Project Management would be highly desirable (from well-known university top ranking universities considered as an added advantage)
