A Construction Department Head (CDH) is to provide management oversight for all phases
of all construction projects, including coordinating workers, materials, and equipment,
ensuring that specifications are being followed, and work is proceeding on schedule
and within budget. A CDH is also involved in the selection, hiring, and oversight of
trade contractors. Moreover, a CDH will participate in the conceptual development of all
construction projects and oversee their organization, prequalification, planning, scheduling,
pricing, bidding, write ups during the bidding process, and follow the implementation of all
construction phases (surveying, drawings, construction, handover of project, etc.)
As a CDH, one has to lead the construction process from the conceptual development stage
through final construction, making sure that all projects gets done on time and within budget
as well as lead the and manage the project managers. The CDH will report directly to the
Vice President of Operations.
Essential Functions:
• Develops plans, schedules and construction methodologies for completion of all
construction projects following a logical pattern for utilization of resources
• Monitoring the Health Safety and Environmental (HSE) plans for all construction
projects
• Prepare contracts and negotiate revisions, changes and additions to contractual
agreements with architects, consultants, clients, suppliers and subcontractors
• Supervises project managers’ performance by reviewing their monthly reports in
comparison with the progress on site
• Monitors, tracks and controls construction schedules and associated costs to achieve
completion of projects within time and monies allocated
• Monitoring the development and implementation of the project managers’ quality
control programs
• Prepares and administers budget by compiling necessary data and justification for
changes through his project managers
Knowledge Requirements:
• Building and Construction -- Knowledge of materials, methods, and the tools
involved in the construction or repair of houses, buildings, or other structures such as
highways, roads, bridges, and industrial projects
• Administration and Management -- Knowledge of business and management
principles involved in strategic planning, resource allocation, human resources
modeling, leadership technique, production methods, and coordination of people and
resources through his project managers
• Engineering and Technology -- Knowledge of the practical application of engineering
science and technology. This includes applying principles, techniques, procedures,
and equipment to the design and production of various goods and services.
• Economics and Accounting -- Knowledge of economic and accounting principles and
practices, the financial markets, banking and the analysis and reporting of financial
data.
