1. To enhance site HSE performance in Management of Change by:
• ensuring adequate review of all plant changes and technical projects in process engineering and process safety aspects. This will include determining the level and type of risk analysis required for any proposed plant change (or technical project) and lead the hazard screening review process for all site plant changes (or technical project).
• providing leadership to ad-hoc, multi-discipline teams in risk analyses for plant changes & technical projects.
• providing independent advice to relevant Asset Managers on the adequacy of proposed barriers to manage identified process safety risks.
• supporting the assurance of compliance and consistency of plant changes & technical projects with applicable SASREF and industry standards and guidelines.
2. To enhance site HSE performance by,
• Providing leadership in the execution of HEMP initiatives (. Barrier Thinking training) or similar concepts
• Developing and implementing site HEMP bowties in the role of Hazard Analysis Coordinator. This includes providing leadership in the use of method(s) of identifying and assessing hazards and consequences (HAZOP, QRA, HEMP, LOPA, PHA, IPF, RHA, etc.).
• supporting in the execution of the review cycle for the continuous improvement of HEMP bowties
• participation in regional networks to share & implement good / best practices in process safety
3. To systematically seek out process safety improvement opportunities and drive to ALARP, through:
• Reviews of existing design (PEFS, relief systems etc.) against prevailing standards and requirements
• Support and execution of plant safety reviews including walkabouts, Process Safety Assessments, Reactive Hazard Assessments etc. and the follow through of the resulting actions.
• Custodianship of key design Process Safety documents (Process Safeguarding Memoranda, Instrument Safeguarding Narratives, Relief valve datasheets etc.)
4. To enhance site capability by
• Taking the role at site to lead / facilitate investigation teams in applying the RCA (or similar) and other root cause analysis methodology for significant (RAM2+) incident investigations and critical near misses.
• Supporting the site team with technical input on the relevance and supporting the resolution of incident learnings and recommendations
• Supporting & coaching other incident investigations to maximize site learning
• Liaison with IIRC to benchmark site capability, and share best-practices among sites.
